Cheryl Swan isn't a career politician — she's your neighbor. A business owner, a public servant, and a lifelong member of this community, Cheryl has spent her career making sure taxpayer dollars are spent wisely and that Coffee County families get the services they deserve.
During her time managing Manchester's finances, Cheryl doubled the city's reserves while maintaining services — proving that fiscal responsibility and community investment aren't opposites. They go hand in hand.
Now she's ready to bring that same practical, proven leadership to the Mayor's office. Not with big promises or political games, but with the steady hand and open door that Coffee County deserves.

Every Dollar Is Yours
Coffee County is running a deficit — and the answer shouldn't be raising your taxes. As Manchester's Finance Chair, Cheryl more than doubled the city's cash reserves. She'll go through every line of the county budget, find the waste, and manage your money the way you'd manage it at home.
Our Schools & Infrastructure
Our kids deserve modern schools — some buildings date back to the 1940s. But $69 million with no funding plan on top of a deficit isn't leadership. The Manchester library closed because nobody fixed the roof leaks until mold shut it down. Cheryl will build a real financial roadmap and catch problems before they become emergencies.
Tourism & Economic Growth
Tourism brings $146 million into Coffee County every year — saving every household roughly $614 in taxes. With billions in investment coming through AEDC and the mega site, Cheryl will make sure growth benefits all of Coffee County, not just one part. Growth should serve us, not the other way around.
Property Rights & Smart Growth
If your grandson wants to build a house on family land, he ought to be able to. Protecting our farmland and respecting property rights aren't opposites — we can do both. Cheryl is against a wheel tax and believes growth should pay for itself, not come out of your truck registration.
Accountability & Transparency
State auditors found spending that wasn't approved. At a Budget Committee meeting, they couldn't answer what total revenue and expenses were. You can't fix what you won't look at. Cheryl will run the county like a CFO — open books, honest answers, and no gambling with your money.
